7.8 OPERATIONAL PLAN 2026-2027
• This report presents the Draft Noosa Council Operational Plan 2026-2027 for Council's consideration in accordance with legislative requirements.
• Council is required to adopt an Operational Plan each financial year that aligns with the annual budget and supports delivery of the Corporate Plan.
• The draft plan outlines 76 initiatives across the five Corporate Plan themes (Environment, Liveability, Prosperity, Future and Excellence) to progress strategic priorities, deliver endorsed strategies, continue multi-year projects, and implement the Capital Works Program.
• Initiatives have been developed with consideration of organisational priorities, delivery capacity and feasibility to ensure a realistic and achievable program of work.
• Progress and delivery outcomes will be monitored through established reporting mechanisms, including quarterly Operational Plan reporting, Key Performance Measures, and Capital Works reporting.

7.7 2026 LGAQ CONFERENCE MOTIONS & COUNCILLOR ATTENDANCE
The Local Government Association of Queensland (LGAQ) Annual Conference is held annually and provides a forum for all Queensland councils to come together to table and debate contemporary issues of importance to their local areas and communities, as well as identify issues that are likely to be relevant to other local councils.
It is recommended that Noosa Council submit the attached motions to the 2026 (LGAQ) Annual Conference. The proposed motions in this report will seek support from other councils at the conference for implementation by the appropriate State or Federal bodies.

7.6 PROCUREMENT CONTRACTS ASSESSMENT WORKING TEAM - CONTRACT AWARDS UNDER CEO DELEGATION
• In accordance with Council's Procurement Policy, for any large-sized contractual arrangements ($200,000 excluding GST or more) where the awarding of a contract occurs under CEO Financial Delegation (up to $1,000,000 excluding GST) the process may be supported by the Procurement Contracts Assessment Working Team (PCAWT).
• The PCAWT may be convened to provide an independent review of the procurement process, prior to presentation to the CEO for award.
• As per the Policy, disclosure requirements have been introduced for the Director Corporate Services to report these CEO delegated awards to Council bi-annually.
• For the period 1 January 2026 – 30 June 2026 four (4) relevant contracts were awarded under PCAWT review and CEO delegated approval, as outlined in Attachment 1 of the report.

7.4 MCU25/0119 - APPLICATION FOR MATERIAL CHANGE OF USE OF PREMISES TO ESTABLISH INDOOR SPORT AND RECREATION AT 26 EENIE CREEK ROAD, NOOSAVILLE
This report assesses an application seeking approval for a Material Change of Use to facilitate Indoor Sport and Recreation within five (5) existing tenancies at 26 Eenie Creek Road, Noosaville, described as Lot 22 SP322201.
The subject site is already developed under an existing approval for a Material Change of Use for Commercial Business Type 1 (Office) and Commercial Business Type 2 (Medical). The approved development comprises a two-storey building with a two-level basement predominantly used for car parking.
The application proposes to retain the existing built form while changing the use of five (5) tenancies to Indoor Sport and Recreation. The applicant seeks greater leasing flexibility and therefore proposes a land use that will complement the existing primary tenants of the building, being medical uses.
Each tenancy was originally developed in accordance with an approval assessed under the Noosa Plan 2006, thus allowing for tenancies which have an area less than the 400m2 sought under the current scheme. This means the existing tenancy layout does not align with the intended function of the Showroom Precinct, which is to accommodate large-format tenancies which can be used for a range of uses including Indoor Sport and Recreation where the tenancy is greater than 400m2 of gross floor area.
Importantly, these smaller tenancies form part of an already approved and established development and are of a scale to complement the primary medical uses on the site. In this context, they operate as ancillary spaces rather than standalone large format tenancies.
It is acknowledged that the existing approval and built form constrain the site's ability—particularly the upper-level tenancies—to function as large format spaces consistent with the precinct's intent.
The configuration, scale, and vertical separation of these tenancies limit their suitability for the largeformat retail outcomes envisioned under the Noosa Plan.
The proposed Indoor Sport and Recreation uses are somewhat complementary to the existing medical centre, particularly as they involve low-impact health and wellness activities. These uses are compatible with the established mix of development on the site and support an integrated health and wellbeing offering. The proposal represents a practical and appropriate utilisation of the approved built form.
The application is recommended for approval subject to conditions as outlined in the body of this

C. Find the following matters relevant to the assessment and sufficient reason to
approve the application:

The co-location of Indoor Sport and Recreation uses with established
medical services such as radiology, cancer treatment and general practitioners
creates a complementary health and wellness cluster. This integrated
approach is consistent with the strategic intent to encourage industry
clustering and efficient use of existing approved floor space within the Noosa
Business Centre.
2.
In terms of community wellbeing, the development enhances
accessibility to a broad range of health, fitness and recovery services within a
single, centrally located facility. The co-location of services improves
convenience and supports the delivery of multi-purpose, shared spaces,
consistent with the planning scheme's objectives for vibrant and inclusive
activity centres. It also reinforces the role of the Noosa Business Centre as a
key hub for health and community services.

While the proposed Indoor Sport and Recreation tenancies do not
align with the intended large-format function of the precinct, they form part of
an existing approved development and are designed to operate in a
complementary to the medical uses within the building.
4.
The proposal is an appropriate use of the approved built form,
supporting the functional integration of health-related services within the Major
Centre Zone of the Noosa Business Centre.

7.3 DRAFT BURGESS CREEK INTEGRATED CATCHMENT MANAGEMENT PLAN (ICMP)
Burgess Creek is a highly connected and sensitive coastal system, where upstream activities directly influence downstream water quality, ecological health, erosion processes and the condition of receiving environments. Increasing community interest in the creek's management has highlighted the need for a coordinated, evidence-based and whole-of-system approach to guide future decision-making and investment.
The Draft ICMP responds to this need by:
• establishing a clear vision, management principles and long-term goals for the catchment, • identifying key pressures, risks and system interactions across four interconnected sub-catchments, and • outlining a prioritised suite of strategies and actions to improve water quality, ecological health, system resilience and community outcomes.
The Draft ICMP has been informed by a combination of technical evidence and targeted stakeholder engagement (Phase 1 of a 2-phase engagement plan), including workshops with a broad cross-section of community and agency representatives. Importantly, the ICMP provides a clear line of sight between stakeholder input and proposed actions, supporting transparency and accountability.
The ICMP was funded by the current State Government, and the scope of this plan was developed with them and signed off by the State Government.
The Draft ICMP is therefore presented as a strategic framework rather than a detailed delivery program. Due to time and budget constraints set by the State Government who funded this plan, detailed implementation planning, such as infrastructure master planning, concept design and detailed cost estimation, has not been part of this scope. Instead, the ICMP identifies the priority areas where further investigation, investment and intervention will be required, providing a robust foundation for future business cases and funding decisions.
Implementation of the Draft ICMP will therefore need to be staged over time and considered and progressed through:
• Council's annual budget and operational planning processes, • integration with capital works programming and asset management frameworks, and • pursuit of external funding opportunities and partnership programs, including ongoing collaboration with agencies such as Unitywater.
A fit for purpose governance framework is proposed to support coordinated decision-making, integration across Council functions, and adaptive management informed by ongoing monitoring and community input.
This report seeks Council endorsement to release the Draft ICMP for Phase 2 community consultation, enabling broader community review via the Go Vocal platform and targeted engagement activities. Feedback received will be used to refine the plan prior to finalisation and presentation to Council for adoption.
The Draft ICMP represents an important step in establishing a clear, evidence-based and community-informed pathway for managing Burgess Creek, ensuring that future actions are strategically aligned, transparently developed, and responsive to both environmental needs and community expectations

7.2 GO NOOSA REPORT
The Go Noosa Program delivers a coordinated suite of transport initiatives supporting the Noosa Transport Strategy 2017–2027. The program focuses on reducing reliance on private vehicles while encouraging active and sustainable transport options. It aims to manage congestion, improve safety, and enhance the transport experience for residents and visitors, while protecting Noosa's unique character and environment.
In 2025–26, the program delivered a range of initiatives, including:
• Sustainable Transport Levy • Free holiday bus supplementing Translink services • Temporary park and ride locations • Main Beach Drop-Off Zone • Behaviour change initiatives • Community transport services • Overflow Paid parking at Lions Park (Noosa Heads)
The report has been developed in consultation with key stakeholders, incorporating feedback to ensure alignment with community needs and Council priorities. The focus remains on managing congestion, improving access and safety, and supporting a continued shift toward more sustainable travel behaviours.
As well as detailing outcomes for the Go Noosa program, the report also recommends not proceeding with the use of the Noosa Heads Lions Park for overflow parking for reasons outlined in the report, but seeks an alternative pathway for charitable causes, and longer-term focus on parking to support business viability.
As Noosa continues to experience population growth and increasing visitor demand, the Go Noosa Program remains a critical mechanism for delivering sustainable, innovative, and communitysupported transport outcomes.

7.1 MOVEMENT AND CONNECTION ACTION PLAN 2025–2027
The Noosa Transport Strategy 2017–2027 is approaching the end of its strategic horizon. The Strategy established Council's long-term transport vision of an efficient, free-flowing and innovative transport system that enhances resident and visitor experiences and supports sustainable environmental outcomes.
Since adoption of the Strategy, Council has delivered, progressed and embedded a range of transport initiatives across public transport, active transport, parking management, accessibility, data collection, traffic safety and visitor demand management. Many of these initiatives are now businessas-usual services or incorporated into ongoing delivery programs.
The Movement and Connection Action Plan 2025–2027 provides a focused two-year program for the remaining period of the current Transport Strategy. It is intended to maintain delivery momentum, respond to current community priorities and progress selected initiatives to investigation, options assessment, concept design, engagement or continued delivery.
The Plan should be viewed in conjunction with the broader transport work currently underway across Council, including Go Noosa, Walking and Cycling Strategy implementation, public transport advocacy, road safety investigations, parking management, transport data collection and operational transport services.
Endorsement of the Plan does not constitute approval of capital construction works. Any future capital delivery would be subject to separate Council consideration through future budget processes.
