Establish a formal Destination Stewardship Council.; Commence 'For the Love of Noosa' Program.; Complete the audit for the Destination Eco-Accreditation Program.
Complete development of a program of contemporary revenue diversification and a strategic investment approach for alternate revenue streams for Council including consideration of establishment of a Futures Fund and mechanisms for visitor contribution.
Develop and implement the Noosa Council Events Strategy, Processes and Procedures, including sponsorship assessment of tourism events.

Events Strategy: Initial workshop with Councillors undertaken to set scene and gauge appetite for change. Reference group reconvened and working closely on Strategy, Matrix and Policy. First draft scheduled for review with Councillors in early Q4. Events Funding: Council endorsed funding of 15 events as recommended by Council Officers. As still in transition year, exact funding amounts not publicly released. This is anticipated to change when events have fully transitioned to Noosa Council.
Complete the Destination Management Plan and commence implementation of key actions, programs and partnerships.

Creative design of final document and DMP Portal completed with soft launched planned in early Q4. Draft Implementation Plan being updated. Two presentations undertaken with Tourism Noosa Board. One meeting undertaken with Tourism Noosa staff. Presented to the board of Noosa Biosphere Reserve Foundation and to Visit Sunshine Coast. Presentations scheduled with Environmental Groups (NICA, Landcare etc), Business Round Table and Community Associations in early Q4. Soft copies of final document will be sent to other key stakeholders including but not limited to - Department of Tourism, Science and Environment, Tourism and Events Queensland, Tourism Australia and Destination Think (Global Think Tank). Responses to all submissions being prepared and will be sent out prior to soft launch. A media campaign will be implemented following soft launch to keep the Destination Management Plan "live" and at the forefront of the community's minds. Draft TOR for Destination Stewardship Council under development.
Review and manage the Tourism Noosa Partnership Agreement to align with Destination Management Plan outcomes and develop a clear transition roadmap to support implementation.

Complete and deliver the Movement and Connection Delivery Plan to improve transport links, walking and cycling connections and movements.

Review of actions included in the Transport Plan and Cycling and Walking Strategy has been undertaken. A draft Delivery Plan has been prepared for internal review. The draft was discussed at Councillor workshop in April 2025.
Commence a Northern Sunshine Coast Public Transport Strategy including advocating with DTMR for the finalisation of the strategy and undertaking investigations into the Cooroy and Shire transit hubs to improve public transport connectivity in the shire for residents and visitors.

The Noosa Shire Council Parking and Transport Strategy (NSCPTS) is progressing as scheduled. Team members have actively participated in a recent workshop, contributing to the development of key priorities. Community consultation is anticipated to take place in September 2025, ensuring public views are integrated into the next phase of strategy development.
Investigate a new revenue system which ensures visitors contribute to the provision and maintenance of transport facilities and services they utilise

Paid parking and congestion charging were investigated as part of the Parking Management Plan and in line with the project scope and findings presented to Councillors in a series of workshops. Further refinement will await findings from the community consultation process from the Destination Management Plan.
Complete the Destination Management Plan, integrating community feedback for Council endorsement, and commence cross-council implementation of priority actions.

Individual Project Control Group (PCG) and External Reference Group meetings (15 meetings) were undertaken. Feedback from these meetings were included in the draft DMP document and presented to Council for further consideration. Special Meeting scheduled for August 2025 to endorse the draft DMP for the next phase community engagement.

Scope the Noosa Parking Management Plan.

An ITQ has been to market for the preparation of a Parking Management Plan which will be assessed in the new financial year and a Sustainable Transport Coordinator has been appointed for commencement in the new financial year. Note-relisted in the new 24/25 Operational Plan
Scope upgrade of Noosa Heads Bus interchange as an iconic arrival point to Noosa Heads.

The options analysis phase has been completed and closed out with consultant and TMR representatives (funding body). Development of the Movement and Open Space Master Plan for Noosa Heads will be subject to budget inclusion in future years, post the Northern Sunshine Coast Public Transport Strategy.
