2025–268 initiatives
4.8.1 Western Front storm recoveryQ3 · On Track · Disaster Recovery Funding Agreements 2025 now also includes Disaster Recovery Funding Agreements 2024. All submissions have been lodged along with all preliminary design submitted for pricing approval updates with QRA. Estimate $50m. Preliminary work commenced on all priority sites - Nandroya Rd, Black Mountain Rd & Black Pinch Rd. Critical Infrastructure Failure and Cascading Climate Risk (CIF) Project has been completed with reporting and knowledge-sharing with other Councils, Local Disaster management Group (LDMG) and state agencies ongoing. CIF project reported to Council February 2026.
4.8.2 Climate risk managementQ3 · Minor Disruption · Key actions to improve the Corporate Climate Risk Management Framework have been identified, and the first voluntary ESG Report has been drafted for consideration of inclusion in Council’s Annual Report. Draft sustainability disclosure completed and deferred to next Annual Report. Due to data collection requirements, limited resourcing, and competing priorities, a 24/25 and 25/26 Financial Year Carbon Report will be prepared by the end of 2026.
4.8.3 Climate Action RoadmapQ3 · On Track · Critical Infrastructure Failure and Cascading Climate Risk (CIF) Project has been completed with reporting and knowledge-sharing with other Councils, Local Disaster management Group (LDMG) and state agencies ongoing. CIF project reported to Council February 2026. Priority action to investigate resilience measures at the local disaster coordination centre on hold pending future budget considerations and potential grant funding. The Adaptation Game has been developed with Sunshine Coast Regional Council to support community resilience building. The launch of the Climate Wise Communities program anticipated by end Jun 2026.
4.8.4 High-risk erosion areasQ3 · Minor Disruption · Contract awarded and construction commenced for Sunshine Creek. Ground conditions require a design revision and revised construction methodology. Continued risk to timing being managed. Other coastal erosion mitigation works are dependent on funding for revegetation works to Council's Strategy and Environment team.
4.8.5 Disaster preparednessQ3 · On Track · The Noosa Aged Care Disaster Resilience Forum was successfully delivered on 3 February 2026 in partnership with Country to Coast PHN, with 60 representatives attending from local aged care facilities and regional management. The forum achieved strong engagement and resulted in positive resilience-building outcomes across the sector. In recognition of our programs’ ongoing effectiveness, Get Ready Queensland has requested that Noosa Council’s Get Ready Schools and Aged Care engagement programs be nominated for the 2026 Resilience Australia Awards (RAA). The Logistics Sub Plan and Financial Sub Plan were reviewed, updated, and formally endorsed by the Local Disaster Management Group (LDMG). Progress continues against the TC Alfred Actions Register, with 74 of 96 identified actions completed to date. Planning has commenced for the LDMG, LDCC, and Recovery exercises, and an Exercise Committee has been established to oversee development and delivery.
4.8.6 Main Beach sea wallQ3 · On Track · Design refinement ongoing to meet stakeholder expectations including adaptable construction and improved aesthetics and amenity to minimise negative stakeholder sentiment. Stakeholder engagement ongoing. Revision to timing and cost under negotiation with QRA and NEMA.
4.8.7 Coastal Hazards Adaptation PlanQ3 · Minor Disruption · Staff resource limitations have impacted the program. The Living Foreshore Hilton Esplanade project under consultation with community. Regional Coastal Process model project with SCRC in final phase and grant acquitted. The team continues to seek funding opportunities to undertake Phase 2 of the Coastal Wetland Restoration Project. QCoast grant application being prepared to fund erosion-prone area mapping to inform a future planning scheme amendment.
4.8.8 Flood resilienceQ3 · On Track · Noosa River Flood Study and Six Mile Creek study on track for delivery June 2026. Lake Entrance Boulevard Flood Study Phase 2 outcomes due by June 2026. Resident consultation undertaken 24 March 2026. Implementation of the Noosa Flood Management Operational Plan continues with internal working group.

4.8.1 Climate Action Roadmap · ended the year with minor disruption

Project has completed all stages and final reports have been received. QRA grant has been acquitted. Final Executive Steering Group meeting was postponed to August 2025 to align with Executive team availability. Report to ET and Council anticipated for for September 2025.

4.8.5 Flood resilience · ended the year with minor disruption

The Climate Change Adaptation Program Lead role has now been filled with most flood projects back on track apart from Lake Entrance Blvd Flood Study Phase 2. Noosa River & SMC Catchment Flood Study Updates have experienced delays.

4.8.2 Disaster preparednessQ4 · Completed
4.8.3 Disaster RecoveryQ4 · On Track · Majority of reconstruction projects complete including major Black Mountain landslip. Final reconstruction project near completion. Human social Recovery Plan completed.
4.8.4 Coastal Hazards Adaptation PlanQ4 · On Track · Phase 2 of the Coastal Wetland Restoration Project with University of Queensland and KKPAC is underway. An initial site assessment on Cooloothin Creek Nature Refuge has been undertaken and grant funding is being sought through QCoast2100 Round 3. The Living Foreshores Noosa project continues to progress, with works at Hilton Esplanade scheduled to recommence in Q1 FY25/26.

4.8.3 Climate Wise Communities · ended the year with major disruption

Delivery of the Climate Wise Communities website has experienced technical challenges. Staff continue with the contractor to resolve these issues with launch expected later in 2024. Noosa’s Local Resilience Action Plan (LRAP) continues to be developed in consultation with QRA with delivery by the end of 2024. Finalisation of this plan will inform future funding opportunities. Note-considered part of the initiative 'to deliver disaster preparedness, resilience and recovery activities to support council and the broader community’. Relisted in the new 24/25 Operational Plan

4.8.4 Coastal Hazards Adaptation Plan · ended the year with minor disruption

Living Foreshores Noosaville (linked to Noosaville Foreshore Infrastructure Master Plan) has minor timeline disruptions due to community consultation Round 2. Living Foreshores Hilton Esplanade has minor timeline disruptions due to significant increase in consultancy market rates that are being worked through with QCoast. Coastal Wetland Restoration Project Phase 1 (Blue Carbon) complete with final report received in June 2024. Note-relisted in the new 24/25 Operational Plan

4.8.5 Flood resilience · ended the year with minor disruption

Flood Management Operational Plan in final draft. Noosa River Flood Study and Six Mile Creek Flood Study updates are on track with ITQ now closed and tender evaluation and award to be completed within Q1. Estimated completion June 2025. Note-relisted in the new 24/25 Operational Plan

4.8.2 Urban GreeningQ4 · Completed · Significant progress has been made in Phase 2 over FY24, including completion of four analyses/reports, however, full implementation of Phase 2 (including Urban Greening Master Plan) is subject to future grant funding and additional staff resources.
4.8.6 Disaster preparednessQ4 · On Track · Training opportunities continue to be provided by disaster management coordination software providers Guardian on a regular basis with the next training scheduled for September 2024. Training exercises for both the LDCC and LDMG will be conducted in July 2024 in the new LDCC Building providing opportunities for learnings in line with Qld Disaster Management Arrangements. Cybersecurity upgrades to Guardian software have been completed. Note-relisted in the new 24/25 Operational Plan
4.8.7 Disaster RecoveryQ4 · On Track · Assisted in community outreach to residents affected by landslides. This involves an early intervention approach using strength-based methods to ensure people are heard and their well-being is prioritised through supportive mechanisms. An ongoing support worker is allocated for continuous check-ins plus a number of community activities held in the last quarter - Thrive Youth Festival - 250 attendees; All abilities event - 75 participants and 25 exhibitors; destress through breath mediation; mindfulness walks; kin kin neighbours day BBQ - 150 attended; Qi Gong and Art Therapy - aiming to improve mental health. Currently seeking an extension of the position and funding for an additional 6 months. Note-relisted in the new 24/25 Operational Plan
4.8.8 Black Mountain and Black Pinch recoveryQ4 · On Track · Disaster Recovery Funded project delivery continues into the new financial year with several projects already completed. Note-relisted in the new 24/25 Operational Plan
