2.5.2 Sports complex master plansQ3 · On Track · The Cooroy Oval lighting project is complete. The Cooroy Gymnastics extension project continues to progress, as does the completion of the Noosa Netball Clubhouse at NDSC, both being delivered as projects arising from the precinct master planning process.
2.5.3 Accessible Changing PlacesQ3 · On Track · Design and community engagement program completed. Construction tender award scheduled for May. Estimated completion early November 2026.
2.5.4 Community purpose landQ3 · On Track · A workshop has been scheduled to provide an update on the communication strategy and to present the final draft Policy and Guidelines ahead of the report planned for June 2026. The draft policy now includes restrictions on gambling machines within leased properties covered by the policy. It is currently under review by Council’s legal service provider to ensure alignment with legislative and legal requirements.
2.5.5 Inclusiveness coachingQ3 · On Track · This initiative is ongoing as part of Sport4All program and continues to receive enthusiastic uptake and very positive feedback. The project is due for completion at the end of June 2026.

2.5.2 Sports complex master plans · ended the year with minor disruption

Noosa District Netball Clubhouse rebuild underway with an anticipated completion in August 2025. Internal road upgrade at NDSC subject to design and external funding opportunities. Cooroy Sports Complex: • Field lighting upgrades to be completed and handed over by August 2025. • Gymnastics and multi-use area upgrades detailed design has been completed, now awaiting final costings and approval to go to tender for construction. • Internal road and car park upgrades on hold until capital works allocation allocated.

2.5.5 Community purpose land · ended the year with minor disruption

A second Councillor workshop has been held, during which the need for further external stakeholder consultation was identified. The additional consultation extends the timeframe, with completion of the review and adoption of the updated policy expected to occur in FY 25/26.

2.5.1 Noosa Libraries Business PlanQ4 · On Track · As of Q4, the Libraries Plan has been graphically designed and is undergoing final edits before it is implemented in early FY25/26.
2.5.4 Accessible Changing PlacesQ4 · On Track · Design Brief and amenities siting completed. Consultant has completed a Concept Design. A Councillor briefing on the concept scheduled for July 2025 with targeted stakeholder engagement to follow.
2.5.6 Inclusiveness coachingQ4 · On Track · Council's Inclusion Coach continues to implement and deliver the Sport4All program across the shire working with schools and clubs. To date, 21 sports clubs and four schools have engaged with the program. Assisted skateboarding was included in the recent Noosa Skate 2025 Peregian Day in the Park with a specialised frame enabling wheelchair-bound participants the opportunity to experience skateboarding.

2.5.4 Noosa Libraries Business Plan · ended the year with major disruption

The new Noosa Library Business Plan is currently under development. Minor disruptions due to other pressing priorities. Note-relisted in the new 24/25 Operational Plan

2.5.8 Accessible Changing Places · ended the year with major disruption

A new initiative to fund the planning and design of an accessible adult changing facility is scheduled for commencement in the 24/25 financial year, with delivery over the two following years. Note-relisted in the new 24/25 Operational Plan

2.5.9 Community purpose land · ended the year with minor disruption

30/6/2024 - Workshop scheduled with Councillors 8/7/24. Policy expected to be finalised in last quarter of 2024. Note-relisted in the new 24/25 Operational Plan

2.5.1 Council facility accessQ4 · Completed · The J, Noosa Regional Gallery and branch libraries have maintained or increased their visitation throughout the reporting period.
2.5.2 Sports complex master plansQ4 · On Track · Implementation across both sites is ongoing with projects listed in 10 year CW pipeline. Cooroy Gymnastics clubhouse expansion is in funding stages, as is field lighting in 24/25 CWP. Note-relisted in the new 24/25 Operational Plan
2.5.3 Re Gen Wellbeing HubQ4 · Completed · Feasibility report has been completed, but further progression on next steps of this proposed project is on hold whilst priority NLC Needs Assessment project is undertaken, as it will inform any future decisions on this project.
2.5.5 Non-powered water sportsQ4 · Completed · Creation of high-level concept plan for NPWS precinct completed that will contribute to the future foreshore infrastructure Master Plan, along with the formation of a precinct network group.1/09/2023
2.5.6 McKinnon Drive facilityQ4 · Completed · Completed 1/9/23 with the opening and activation of the hiring of the Olive Donaldson Pavilion to house a multitude of sports activities at the site, with general community hire also available.
2.5.7 Community hall assessmentQ4 · On Track · DDA access and amenities assessment has been completed on the following locations. Pomona Community House, Pomona Memorial School of Arts, Kin Kin Memorial School of Arts and Cooran Memorial School of Arts. Three halls remain to be completed and will be scheduled in 24/25. Note-relisted in the new 24/25 Operational Plan
