5.9.1 Capital Works ProgramQ3 · On Track · Progress on the capital works program is reported to the monthly Capital Works Executive, and a quarterly report distributed to the full Council indicating progress year to date. Budget Review 2 was finalised in Q3 of 2025/26 revising the annual capital budget to $50m. At the end of Q3 council has expended/ committed 63% of the program with expenditure accelerating towards the EOFY.
5.9.2 Infrastructure Charges PlanQ3 · On Track · Continuing to work across Council departments to identify future infrastructure projects to meet growth projections. Technical background studies concluding, including the Integrated traffic and land use study and stormwater case study analysis. Councillor workshops and walkshops undertaken October 2025-April 2026 with further workshops scheduled up to July 2026. Pathways briefing paper distributed to Councillors April 2026.

5.9.1 Capital Works ProgramQ4 · On Track · Progress on the program is presented in a regular Quarterly Report to Council. As referenced in the quarterly report; resourcing and rising project costs pressures are proving challenging to deliver the program. Notwithstanding delivery pressures, good progress has been made on delivery, and considerable work undertaken to contain project costs. Additional resources have been approved for 25/26FY to better advance program in future years.
5.9.2 Local Government Infrastructure PlanQ4 · On Track · Report on 5 yearly review was submitted to Council March 2025 resolving to prepare LGIP amendment. Finalising technical input studies. Working across departments to review desired standards of service and identify schedule of works and costings.

5.9.1 Capital Works Program · ended the year with minor disruption

Delivery of the CWP is continuing at an acceptable rate taking resource constraints and extended wet weather conditions into perspective. Unprecedented inclement weather is significantly hampering delivery of site based projects. An update will be provided separately to Council in the near future at the next schedule Quarterly Capital Works update. Strategies, including system and process enhancements, are ongoing to optimise capital works delivery this and ensuing finacial years. Note-as previously reported

5.9.2 Library outreachQ4 · Completed · Approximately 1000 people have had the opportunity to engage with the various library literacy and learning programs provided within community settings this past year.
