3.7.1 Waste diversionQ3 · On Track · Compost tender in final stages of negotiation of contract for commercial departures. Design work expected to be completed end of calendar year 2026. Capping underway again following ordinary meeting approval for use of engineered capping solution. To be procured in 2026 for installation Q3/Q4 FY26/27. DA with SARA for Solar. DA for master plan approved, funding unlikely and waste projects team is rescoping and restaging the masterplan works for future capital years. Electrical enabling works and design underway for main switch board and generator backup for resilience and recovery.

3.7.1 Resource Recovery FacilityQ4 · On Track · Key projects within stage 1 of the Masterplan have advanced with a Development Application lodged in February 2025 for Council consideration to provide for a shovel ready project. Grant funding application has been submitted with the Federal Government. High level concept designs completed. Waiting on funding update.
3.7.2 Waste managementQ4 · On Track · Waste Plan 2023-2027 action tracker has been developed with a project plan to support delivery of key milestones. This is monitored monthly by the team. Recent environmental performance reporting has shown ongoing reduction in carbon emissions and waste diversion consistent with Waste Plan targets. A project plan for FY25/26 key waste plan actions is being developed and will guide the monthly action plan reporting.
3.7.3 Waste infrastructureQ4 · On Track · Procurement process underway specific to compost facility, with invitation to the open market to design, construct, commission and handover of a green waste composting processing plant. Feasibility study and preliminary technical enquiry for a solar farm have been completed. Development Plans and Application for the Transfer Station Redesign have been submitted to DA. Feasibility study for anerobic digestion, biochar and utilisation of landfill gas will be undertaken as part of Stage 2 Master Planning Activities.

3.7.4 Waste infrastructureQ4 · On Track · Compost facility feasibility study is now complete - A review of funding and procurement options are progressing. Solar feasibility/ROI study also complete, with further investigations required. Note-relisted in the new 24/25 Operational Plan
3.7.5 Resource Recovery FacilityQ4 · On Track · Stage 1 of the Noosa Landfill and Resource Recovery Facility Master Plan is complete and going to Council for endorsement in the first quarter of the new financial year. Note-relisted in the new 24/25 Operational Plan
3.7.6 Waste diversionQ4 · Completed · Reverse Vending Machine (RVM) trial is now complete, as well as the purchase of RVM for the Eumundi Road Landfill.
3.7.7 Waste contractor KPIsQ4 · On Track · Review is still in progress with intent to formalise via a deed of variation in the new financial year. Note-Ongoing and part of BAU
