Initially this action was being led by Strategic Planning, however because of insufficient capacity it was transferred to ECDEV. The initiative was included in the Industry and Employment Activation Plan which is delayed because of a dispute with the consultant (through NC Procurement). Initiative to be scoped in FY24/25. Note-relisted in the new 24/25 Operational Plan
