5.5.1 Implement the Opportunity Risk Management Policy and Framework with a focus on Council's strategic risks and working with the organisation to identify and mitigate against risks and strengthen risk management.

Strategic risks are regularly reviewed by ET while operational risks are being reviewed and managed by operational teams in accordance with Council's Opportunity Risk Management Policy and Framework. There has been an increased focus by ET on high level risks and their treatment in preparation for the 24/25 budget preparation and in management reporting to the Audit and Risk Committee.

The Enterprise Risk & Opportunity Management Framework (EROMF) was implemented in August 2023. Two Risk & Opportunity workshops to train staff in the use of the EROMF were held in September 2023 and May 2024. EROMF support provided to operational teams for 19 projects and to all major projects of the 2024/25 capital works program.

5.5.2 Co-ordinate a review of Council's Strategic Risk Register with the new Council to identify and mitigate against any emerging risks and determine Council's risk appetite.
Q1
Council's Strategic Risk Register has been independently reviewed by Council's insurer in 2024. The Register will be further reviewed/enhanced by EO Internal Audit and Corporate performance and A&R Committee. In 2025, a comprehensive review of Council's Enterprise Risk and Opportunity Management Policy will be undertaken in conjunction with Councillors and Council's insurer. This will included reviewing Council's risk appetite levels.

Workshop with councillors to commence review of Council's current Enterprise Risk and Opportunity Management Policy which includes Council's risk appetite levels will be scheduled this FY, with the support of Council's insurance provider (Regional Risk Coordinator).

Update on Council's Strategic Risk Register will form part of the upcoming workshop.

Workshop with councillors to commence a review of Council's Enterprise Risk and Opportunity Management Policy (EROMP) which includes Council's risk appetite is now scheduled for completion in FY25/26, with the support of Council's insurance provider (Regional Risk Coordinator). An update on Council's Strategic Risk Register will form part of the upcoming workshop. This financial year, the Councillors were reminded of the EROMP and to consider risk factors in their overall decisionmaking processes.
