NOOSA BOTANIC GARDENS MASTER PLAN STAKEHOLDER REFERENCE GROUP
Executive summary
• Council has commenced preparation on a Noosa Botanic Gardens Master Plan (the Master Plan) as an approved budget initiative in the 2024/2024 financial year. • The program for the preparation of the Master Plan commenced in January 2024 and anticipates broader community consultation in July and finalisation later in the calendar year. • The project proposes three (3) Councillors and community representatives be appointed to a Stakeholder Reference Group for the project to provide a broad view on the role and future opportunities for the Botanic Gardens.
Recommendation
That Council note the report by the Acting Director Infrastructure Services to the Ordinary Meeting dated 18 April 2024 regarding the establishment of the Noosa Botanic Gardens Master Plan Stakeholder Reference Group and
- Note the Terms of Reference provided at Attachment 1; and
- Appoint Cr _________ as Chair, and Crs _______and__________ to the Noosa Botanic Gardens Master Plan Stakeholder Reference Group.

Background
Council has appointed consultants 02 Landscape Architects to prepare a Noosa Botanic Gardens Master Plan (Master Plan) during 2024. 02 Landscape Architects have a consultancy team including sub-consultants including arborists, community engagement and engineering expertise. Deliverables of the Master Plan project include: • Landscape Master Plan • Visitor Experience Themes • Small Scale Business Opportunities • Consultation Program • Operational Decision Making Matrix The general program for the project is as follows: • January 2024: Commence Site Assessment by consultants • February 2024: Inception discussions with Councillors and Stakeholders • March 2024: Preparation of draft Master Plan concepts and ideas • April / May 2024 : Councillor and Stakeholder workshops • June 2024: Draft Master Plan for Councillor and Stakeholder review • July 2024: Broad Public consultation • August / September 2024: Master Plan finalisation
Stakeholder Reference Group The project proposes a Stakeholder Reference Group. A copy of the terms of reference are included as an attachment to this report. The Stakeholder Reference Group is proposed to have the following composition: • Elected Councillors (3 representatives) • Friends of the Noosa Botanic Gardens (2 representatives) • SEQ Water (1 representative) • Noosa Hinterland Residents Association (1 representative who is a resident of Lake MacDonald or Tinbeerwah) • Cooroy Area Ratepayers Association (1 representative) • Cooroy Chamber of Commerce (1 representative) • Cooroy Future Group (Butter Factory Arts Centre (1 representative) • Outdoors Queensland (peak body) (1 representative) • Tourism Noosa (1 representative) The stakeholder reference group composition has been determined to provide a broad view on the role and future opportunities for the Botanic Gardens. It is also noted that First Nations engagement will occur as part of the plan preparation. One-on-one meetings have been commenced with non-elected stakeholders to explain the project and initial exchange of ideas, but consideration of any proposals or draft plans will occur following commencement of the first formal Stakeholder Reference Group.
