Executive summary

This application seeks a development approval for Material Change of Use for a three-storey mixed use building comprising a Food and Drink outlet and Short term accommodation at 203 & 207 Gympie Terrace, Noosaville. The entire site is contained within the Tourist Accommodation zone with both uses defined as consistent uses (code assessable development). The site has three street frontages, Thomas Street (western frontage), Gympie Terrace (northern frontage) and Albert Street (eastern frontage) and is 3,750m2 in area. Food and drink outlets are proposed at ground level comprising a total of 699 square metres gross floor area (GFA) fronting Thomas Street and Gympie Terrace and two floors of Short-term accommodation units (12 units plus 4 dual key units, totalling 16 units) above ground level. The building includes a basement providing 57 carparking spaces for patrons and guests of the development. Vehicle entry to the site will be from Albert Street with exit via either Thomas or Albert Streets. The site is located within the Noosaville Local plan area. The Noosaville local plan code includes planning outcomes for the site whilst the Noosaville Framework and Character Plan designates the corner of Thomas and Gympie Terrace as a ‘key corner’. Of note is the requirement for Thomas Street and Gympie Terrace to be developed as ‘primary active street’ frontages. The proposed development seeks performance solutions to the Noosa Plan 2020 relating to maximum building height (in metres), two rooftop terraces, building setbacks, site cover and onsite carparking. Upon assessment, there is sufficient merit to recommend the application for approval which will still achieve the overall outcomes sought under the Tourist Accommodation zone and Noosaville local plan codes. Outstanding matters regarding onsite refuse management was not able to be fully resolved to the satisfaction of Council’s engineering officers and Waste Section. To appropriately resolve these matters, it is recommended that relevant conditions be applied to ensure on site servicing occurs on this site.

Recommendation

That Council note the report by the Senior Development Planner to the General Committee Meeting dated 17 March 2025 regarding Application MCU24/0074 for a Development Permit for Material Change of Use - Food and Drink outlet and Short-term accommodation (16 Units) situated at 203 and 207 Gympie Terrace Noosaville and:

  1. Approve the application in accordance with the proposed conditions outlined in Attachment 1; and
  2. Note the report is provided in accordance with Section 63(5) of the Planning Act 2016.
