Executive summary

The proposal is for a Material Change of Use for Short Term Accommodation at 2a Woongar Street, Boreen Point. This application seeks approval to use an existing two storey, five (5) bedroom dwelling for short-term accommodation when the owners are not using it. No changes are proposed to the dwelling and all parts of the site will be available for the proposed use. The applicant proposes to cater for up to ten (10) guests onsite with the existing two car (under house) carport and driveway available for guest parking. The proposed use is generally consistent with the Noosa Plan 2020 requirements for short term accommodation on Rural Residential zoned land and will support Noosa’s tourism industry in the rural areas of the Shire. The existing dwelling house is expected to maintain the amenity of the area, being well set back and screened from neighbouring properties. Conditions have been included to manage amenity impacts. As such, the proposal is recommended for approval. Short-term accommodation is an impact assessable use in the Rural Residential and Environmental Management and Conservation zones in which the site is contained, and the proposal has been assessed against the relevant codes and has been determined to comply with all outcomes. The report recommends approval of the application as it is consistent with the provisions of the Noosa Plan.

Recommendation

That Council note the report by the Development Planner to the Planning & Environment Committee Meeting dated 11 July 2023 regarding Application No. MCU23/0019 for a Development Permit for a Material Change of Use - Short-term accommodation situated at 2a Woongar Street, Boreen Point and:

  1. Approve the application in accordance with the proposed conditions as outlined in Attachment 1.
  2. Note the report is provided in accordance with Section 63(5) of the Planning Act 2016.
